TESTING INSTRUCTIONS:

We're trying to test when an equal number of categories veto. So, chains, apps, and users, please veto in lock-step. ie, users should only veto as chains and apps do. We're trying to get this proposal to be veto'd.

Here are all the "C" test cases, we're looking at C2.

C1 Passes with a small number of vetos C2 Vetos split evenly across categories, greater than the veto threshold → veto’d C3 Vetos only from end-user citizens, greater than the veto threshold → veto’d C4 Vetos only from chain citizens, greater than the veto threshold → veto’d C5 Vetos only from app citizens, greater than the veto threshold → veto’d
