Here are all the "C" test cases, we're looking at C4.
C1 Passes with a small number of vetos C2 Vetos split evenly across categories, greater than the veto threshold → veto’d C3 Vetos only from end-user citizens, greater than the veto threshold → veto’d C4 Vetos only from chain citizens, greater than the veto threshold → veto’d C5 Vetos only from app citizens, greater than the veto threshold → veto’d
