TESTING INSTRUCTIONS:

We're trying to make this proposal pass, with only a few people vetoing. ie, if you're an early tester, drop a veto. If you're a late tester, don't veto as we have enough participation. You'll need to judge based on current tally.

Here are all the "C" test cases, we're looking at C1.

• C1 Passes with a small number of vetos
• C2 Vetos split evenly across categories, greater than the veto threshold → veto’d
• C3 Vetos only from end-user citizens, greater than the veto threshold → veto’d
• C4 Vetos only from chain citizens, greater than the veto threshold → veto’d
• C5 Vetos only from app citizens, greater than the veto threshold → veto’d
