Vote For, for only the following options:

...goal is to confirm that quorum is met, global approval is met, and top 5 gets approved, where the 5th one doesn't meet the global approval threshold, and so is cut off-chain after the fact (out of scope req).

We're testing E4 from these:

• E1 3-choose-2 proposal, where the proposal fails on quorum and approval threshold
• E2 3-choose-2 proposal, where the proposal fails on quorum, but passes on approval threshold
• E3 3-choose-2 proposal, where the proposal passes on quorum, but fails on approval threshold
• E4 6-choose-5 proposal, where people only vote for top 4 choices → 5 should pass
• E5 30-choose-5 proposal, where people vote equally across 6 choices → The correct 5 (based on choice order) should pass
• E6 15-choose-5 proposal, where people vote randomly across 7 of the 15 choices simulating a tight race → 5 should pass
